Morocco creates National AI Hub as part of Digital Morocco 2030 strategy

Morocco has taken a major step toward building sovereign artificial intelligence capabilities with the signing of an agreement to establish the JAZARI ROOT Institute, a public-benefit entity that will serve as the central hub of the national JAZARI Network for AI.

The agreement was signed during the “AI Made in Morocco” National Meeting, organized by the Ministry of Digital Transition and Administration Reform. The JAZARI ROOT Institute will act as the country’s core reference platform for coordinating national AI efforts, pooling research and technological capabilities, and aligning innovation with the operational needs of public administration and territorial authorities.

As the backbone of the JAZARI Network, the institute is designed to bridge scientific research, technological development, and real-world deployment across state administrations, public institutions, and local governments. It will ensure strategic coherence, capacity sharing, and national-level coordination in the development and rollout of AI solutions.

The broader JAZARI Network will be anchored by regional institutes across all twelve regions of the Kingdom, bringing AI closer to territorial realities and enabling balanced, nationwide integration of artificial intelligence into public services and local development initiatives.

This decentralized model is expected to accelerate adoption while ensuring that AI deployment reflects regional needs and priorities.

The initiative aligns with Morocco’s “Digital Morocco 2030” strategy, which prioritizes digital transformation, innovation, and technological sovereignty. It reflects the Kingdom’s ambition to modernize public administration, strengthen national skills, and build an independent AI ecosystem.

The founding agreement brings together twelve ministerial departments and five strategic actors from the digital, territorial, and private sectors, underscoring a whole-of-government, multi-stakeholder approach to AI governance and innovation.
