MoIC signs performance contracts with subordinate bodies

Minister for Information and Communication Dr. Bikram Timilsina and Communication Secretary Rajendra Kumar Paudel signed performance agreement for the fiscal year 2026/27.

On the occasion, heads of various divisions of the Ministry and subordinate agencies also signed performance agreements with Secretary Paudel.

Those signing the agreements included Nepal Telecommunication Authority Chairman Arjun Ghimire, Nepal Telecom Managing Director Sangita Pahadi (Aryal), Security Printing Centre Executive Director Devraj Dhungana, RSS General Manager Sandip Rai, Public Service Broadcasting Nepal Acting Chairperson Urbashi Basnyat, Gorkhapatra Corporation General Manager Hikmat Bahadur Rawal and Advertising Board Chairman Santosh Shrestha.

The agreements were signed in line with the provisions of the Financial Procedures and Fiscal Responsibility Act, 2019 and the Financial Procedures and Fiscal Responsibility Regulations, 2020, with the aim of making the Ministry’s programmes more accountable, result-oriented and measurable.

Speaking at the signing ceremony, Minister Timilsina said the agreements should not be treated as a mere formality but as key guiding documents for the regular performance of the agencies and achievement of annual targets.

“Responsibility comes with procedures. Being responsible is our duty, not an option. The work we undertake is obligatory and is our responsibility,” he said.

He said the targets specified in the agreements must be completed within the stipulated deadlines and warned that officials could be relieved of their responsibilities if they failed to meet agreed targets.

Minister Timilsina said the government had adopted a zero-tolerance policy on poor governance and urged officials and employees to remain accountable and improve the work culture across the Ministry and its subordinate bodies.

Secretary Paudel said the agreements would help agencies work according to clear schedules to achieve annual policy, programme and budget targets. He urged all agencies to remain committed to achieving results against the agreed indicators.

The agreements prioritise good governance, improved public service delivery, expansion of communications infrastructure, wider access to digital technology, improved telecommunications quality, financial discipline and greater accountability.

Targets include expanding fixed and mobile broadband, improving 4G coverage, increasing telephone users and extending quality telecommunications services to rural and remote areas. The Ministry has also set a target of settling 100 per cent of public complaints received.
