Egypt has launched an electronic biometric verification system that will allow users to verify their identities and complete electronic signatures remotely through mobile operators’ smartphone applications, removing the need to visit telecom branches for supported services.
The system has been developed as part of Egypt’s wider push to establish secure digital identity infrastructure and expand access to identity-dependent digital services.
The National Telecommunications Regulatory Authority (NTRA) developed the system in cooperation with the Information Technology Industry Development Agency (ITIDA), Egyptian digital solutions company Cyshield and a licensed electronic signature provider.
Mobile operators to enable remote identity verification
Under the new framework, licensed telecom operators will be able to integrate biometric identity verification and electronic signature capabilities into their mobile applications.
Customers will then be able to complete supported verification processes directly from their smartphones rather than travelling to operator branches.
The system is currently entering a trial operation period, with individual mobile operators expected to introduce the functionality progressively according to their technical readiness.
This phased approach is expected to pave the way for additional services and transactions to use remote verification as the infrastructure matures.
Locally developed technology supports digital sovereignty
A significant element of the project is its reliance on locally developed digital and biometric verification mechanisms.
The technology was developed using Egyptian technical capabilities and expertise, supporting the government’s objective of building domestic capacity around critical components of the country’s digital infrastructure.
The Ministry of Communications and Information Technology provided the regulatory framework, infrastructure and integration platform required to connect biometric verification and electronic signatures with national systems and applications.
Development was also coordinated with Egypt’s Ministry of Interior.
Security and privacy built into verification framework
The system incorporates security mechanisms and controls intended to protect personal information and secure the identity verification process.
This will be particularly important as biometric authentication expands into services involving sensitive personal information or legally significant electronic transactions.
Combining biometric verification with electronic signatures could also enable organisations to digitise processes that previously required physical identification or in-person authorisation.
Foundation for Egypt’s national digital identity infrastructure
The initiative is intended to become a core component of Egypt’s emerging integrated digital identity system.
Once the technology has been tested through telecom applications, its scope could gradually expand across government digital services and other electronic transactions requiring reliable identity authentication.
The infrastructure could therefore serve as an authentication layer connecting citizens with a wider range of public and private digital services.
