Egypt launches child SIM services to strengthen online safety for young internet users

Egypt has officially launched two child-focused mobile internet services, Etmaen (Rest Assured) and Etmaen Ala El Akher (Rest Fully Assured), introducing network-level online protection tools designed to create a safer digital environment for children while supporting responsible internet use.

The Ministry of Communications and Information Technology (MCIT) unveiled the services following the signing of licensing amendments with the country’s four mobile operators, including Telecom Egypt, Orange Egypt, e& Egypt and Vodafone Egypt. Developed in collaboration with KidZonet Egypt and CyShield, the initiative forms part of Egypt’s broader strategy to strengthen child online protection through regulation, technology and public awareness.

The launch demonstrates how telecommunications operators are increasingly integrating digital safety services into their consumer offerings as governments seek to address the risks associated with growing internet adoption among younger users.

Telecom Networks Become the First Line of Digital Protection

Unlike traditional parental control applications that require manual installation and configuration, the new Child SIM services provide network-level protection directly through mobile operators.

The Etmaen service blocks access to harmful and age-inappropriate websites, enables safe browsing and safe search features, and prevents access to websites known to distribute malware and other cyber threats.

The enhanced Etmaen Ala El Akher package includes these protections while also blocking access to social media platforms and applications, giving parents greater control over children’s online experiences.

By embedding these safeguards within the mobile network, the services simplify online protection for families without requiring advanced technical knowledge.

Aligning with International Child Online Safety Standards

The content filtering framework is based on child online protection guidelines developed by the International Telecommunication Union (ITU), ensuring that the services align with internationally recognized digital safety standards.

Alongside technical safeguards, the Ministry of Communications and Information Technology is working with relevant government agencies to establish a broader governance framework for child online protection while expanding digital awareness campaigns for both parents and children.

The combination of regulation, education and technology reflects an increasingly comprehensive approach to online safety.

Supporting Egypt’s Digital Transformation

As internet usage among children continues to grow, ensuring safe access to digital services has become an important component of Egypt’s digital transformation strategy.

The initiative seeks to balance children’s access to educational resources, digital learning platforms and online communication with stronger protections against harmful content and cyber risks.

Embedding safety features into mobile connectivity also supports broader efforts to encourage responsible digital citizenship while increasing trust in online services.

The Child SIM initiative complements Egypt’s continued investment in digital infrastructure, digital inclusion and citizen-focused technology services.
