The Moroccan Ministry of Justice, in coordination with the Ministry of Health and Social Protection, is developing a centralized digital platform to manage organ donation declarations. The initiative, announced by Justice Minister Abdellatif Ouahbi on April 5, 2026, aims to replace an “outdated” paper-based system that currently requires donors to physically visit primary courts to register their intent.
The new digital infrastructure is designed to solve critical delays in the transplant value chain by providing:
- Real-Time Database Access: A secure, unified national registry that allows hospitals and health authorities to instantly verify a donor’s status during time-sensitive medical emergencies.
- Instant Consent Management: The ability for citizens to register, modify, or withdraw donation declarations remotely via a dedicated web portal or mobile application.
- Automated Alerts: An electronic notification system that triggers immediate communication between judicial authorities and medical teams in urgent cases, particularly those involving post-brain-death declarations.
Minister Ouahbi noted that current challenges stem from the lack of a synchronized system, which often makes it difficult for doctors to confirm a deceased person’s prior consent. The number of registered donors remains low—rising from just 42 in 2022 to 149 in 2024—a figure the government hopes to increase significantly by lowering the “administrative friction” of registration.
A joint technical committee has already begun compiling a national statistical database covering registrations from 2013 to 2023 to inform the platform’s design. Additionally, the Ministry has conducted field visits to the four courts with the highest registration volumes to identify operational bottlenecks that the new software must address.
This project is a component of the “Digital Morocco 2030” strategy, which seeks to modernize the Kingdom’s judicial and social services. It also aligns with Law No. 16.98, which governs organ and tissue transplantation, by providing the technical framework necessary for its full enforcement.
