The Pakistan Telecommunication Authority (PTA) has begun licensing Virtual Private Network (VPN) service providers under the Class License for the Provision of Data Services in Pakistan. So far, nine companies have been authorised to offer VPN services within the country.
PTA has published the application process, eligibility criteria, and the list of licensed operators on its official website. To support individuals and organisations requiring secure remote connectivity, the Authority has also launched a dedicated VPN Registration Portal.
The portal enables lawful use of internet-based services and allows software houses, call centres, banks, embassies, and freelancers to register their VPNs online. Applicants are required to submit basic information, including CNIC details, company credentials, IP addresses, and VPN specifications.
Freelancers can apply separately by providing proof of ongoing work, such as project-related emails or letters from employers. In certain cases, applicants may be required to obtain a fixed IP address from any licensed Internet Service Provider.
PTA has clarified that the registration process is free of charge, with approvals typically issued within eight to ten working hours. Since the portal’s launch, more than 30,000 entities and freelancers have successfully registered their VPNs.
According to the Authority, the system supports secure and reliable remote work while ensuring regulatory compliance and promoting responsible internet usage, particularly for Pakistan’s IT and freelance sectors.
In parallel, PTA has introduced the IP Whitelisting Regulations, 2024, aimed at strengthening network security, curbing grey telephony, and regulating lawful Voice over Internet Protocol (VoIP) usage. Under these rules, IPv4 and IPv6 addresses must be registered through a dedicated portal, with applications processed within two to three working days. Non-compliant requests are rejected to prevent misuse of VoIP channels and enhance cybersecurity.
