Oman launches AI pilot projects across key sectors, signalling new opportunities for investors and business growth

Oman has launched a series of artificial intelligence pilot projects across healthcare, justice, public procurement, education, and cybersecurity, marking a significant step in accelerating digital transformation through practical, low-risk deployments. The initiatives are being rolled out by the Ministry of Transport, Communications and Information Technology in close collaboration with private-sector technology partners, reinforcing the role of public–private partnerships in advancing AI adoption.

In healthcare, the Ministry of Health has implemented a national AI system for the early detection of diabetic retinopathy in partnership with Badr Al Samaa Health Services and Muscat Pharmacy. Oman has become the world’s third country to deploy such a comprehensive national solution, reducing patient wait times, improving diagnostic accuracy, and expanding access to screening services. At Khoula Hospital, an AI-powered spinal MRI analysis platform developed with Civilization is supporting radiologists and orthopaedic specialists by generating preliminary reports and enhancing clinical decision-making.

Within the judicial sector, the Public Prosecution has piloted an AI system with Rahal to analyze judicial documents, generate structured questions, and draft recommendations for case dismissals or referrals. The system processes sensitive data locally and has achieved accuracy levels above 90 percent, demonstrating AI’s potential to improve efficiency while maintaining data sovereignty.

AI is also being applied to public procurement. The Authority for Public Projects and Tenders and Local Content, working with Ibtikar Tajriba, has introduced an AI solution to analyze open tender data on the Esnad platform via Hammam, enabling smart alerts, text-based analysis, and report generation to help companies identify relevant opportunities. In parallel, an AI-driven tender evaluation system developed with Afaq is streamlining technical and financial assessments, producing objective recommendations and improving decision-making speed.

In higher education, the A2M Platform (BIMANIC), launched with the National University of Science and Technology, uses AI to predict student outcomes and support academic planning. Meanwhile, in cybersecurity, the Ministry’s Information Safety Center has partnered with GBM to deploy an intelligent chatbot that assists users with cybersecurity inquiries, reduces manual workloads, and improves response accuracy.

Collectively, these pilot projects highlight Oman’s strategic approach to embedding AI across public services, improving operational efficiency, and building a scalable foundation for innovation. The initiatives also signal growing opportunities for businesses and investors to participate in Oman’s expanding AI ecosystem, particularly in sectors aligned with automation, data intelligence, and secure digital infrastructure.
