Oman has been hailed as a leading model for digital transformation and inclusion in the Digital Economy Navigator 2025 (DEN 2025) report, launched by the Digital Cooperation Organization (DCO) during the Second World Summit for Social Development in Doha. The index, covering 80 countries representing 94% of global GDP, ranks Oman above the global average in digital policy, governance, and social inclusion, reflecting the success of long-term initiatives under Vision 2040.
Oman achieved an impressive 87.1% score in Digital for Social Inclusion, driven by 95.3% Internet penetration and rising digital literacy rates. The country also excelled in Digital for Health and Education (77.6%) and Digital for Work and Training (77.2%), underscoring sustained investment in human capital. Regulatory strength was evident in Digital Regulation (76.9%) and Digital Policy and Governance (74.6%), positioning Oman among the region’s most advanced digital environments.
The report highlights Oman’s evolution into a regional connectivity hub, marked by expanding Internet exchange points, improved online banking, and digital finance access (75%). The nation’s Future Fund Oman, valued at US$2 billion, continues to foster entrepreneurship across fintech, e-commerce, and healthcare sectors.
DCO Secretary-General Deemah al Yahya emphasized that Oman’s progress demonstrates the power of coordinated digital investment and inclusive policy. The DEN 2025 report also introduced a new Digital for Sustainability pillar, where Oman scored 61.8%, showcasing how technology is being integrated into environmental and circular economy solutions.
Oman’s achievement cements its position as a regional benchmark for sustainable, inclusive, and innovation-driven digital growth.
