In a landmark step toward digital sovereignty and AI-driven governance, Beyon Solutions, part of the Beyon Group, has signed a strategic partnership with the Information and eGovernment Authority (iGA) to launch Bahrain’s first Sovereign HyperCloud, powered by Oracle Alloy. The agreement was signed during the Gateway Gulf 2025 Forum, in the presence of Shaikh Abdulla bin Khalifa Al Khalifa, Chairman of the Beyon Group, and senior representatives from both entities.
A Major Milestone for Bahrain’s Digital Transformation
Developed by Beyon Solutions in collaboration with Oracle and supported by the Bahrain Economic Development Board, the AI-ready Sovereign HyperCloud is a locally operated, fully Bahrain-hosted cloud platform. Powered by Oracle Alloy — a comprehensive cloud infrastructure platform — it combines global innovation with local governance, ensuring that all data remains within Bahrain’s borders while supporting the nation’s digital transformation and cybersecurity goals.
Driving Data Sovereignty and Government Efficiency
Under the agreement, the iGA will act as the primary client, leading the adoption of cloud technologies across government entities. The Sovereign HyperCloud will enable data-driven governance, AI-enabled citizen services, and optimized public sector operations, allowing agencies to leverage Oracle Fusion Cloud Applications to enhance efficiency, productivity, and service delivery.
Mohamed Ali Al Qaed, Chief Executive of the iGA, emphasized that this initiative supports Bahrain’s national ICT strategy and aligns with directives from the Ministerial Committee for Information and Communication Technology, chaired by General Shaikh Rashed bin Abdulla Al Khalifa, Minister of Interior.
“The Sovereign HyperCloud strengthens Bahrain’s data sovereignty and national digital security while ensuring that government entities can confidently deploy AI, automation, and analytics entirely within the Kingdom,” Al Qaed said.

Shaikh Mohamed bin Khalifa Al Khalifa, CEO of Digital Growth at Beyon, described the project as a pivotal step in Bahrain’s digital evolution, noting that it empowers government and enterprise sectors to harness the full potential of AI within a secure national framework.
