Alibaba Cloud, Amazon Web Services (AWS) and Google Cloud have teamed with Malaysian state-backed telecoms infrastructure operator Smartsel to launch Selangor Multi-Cloud Services (SMC), a state initiative aimed at accelerating AI adoption and driving digital transformation across Selangor.
According to a Facebook post on Friday from Smartsel’s parent company MBI Selangor, Alibaba Cloud, AWS and Google Cloud will facilitate comprehensive access to multinational services for the SMC initiative. VSTECS, Awantec Systems and Enfrasys Consulting are also partners in the project.
The SMC initiative is designed to leverage multi-cloud infrastructure to streamline government processes and services to make Selangor “a digitally empowered and AI-ready state,” the company said.
MBI Selangor said the initiative will strengthen Selangor’s digital infrastructure, improve the efficiency of public service, and empower essential sectors such as smart city development, smart government systems and digital education.
In a separate statement on Friday, Alibaba Cloud said it will partner with VSTECS to provide “secure, scalable multi-cloud solutions to support digitalisation across government agencies and state-linked entities.”
Alibaba Cloud said will also support the SMC with an AI toolkit to equip startups, SMEs, students, educators, and enterprises with a one-stop resource begin building AI applications with no upfront cost.
Alibaba Cloud will also launch Celik AI Selangor, a new online learning platform designed to build foundational AI literacy for youth, civil servants and educators in Selangor.
Meanwhile, MBI Selangor said it will teal with Smartsel and AWS to set up the Selangor AI Innovation Lab by early 2026 as part of the SMC project.
According to OpenGov Asia, the SMC rollout is expected to kick off in the third quarter of 2025, starting with MBI Selangor and its subsidiaries, and later to state agencies, local authorities and government-linked companies. SMC will be fully launched by the fourth quarter of 2026.
