Pakistan and Saudi Arabia have signed a memorandum of understanding to strengthen bilateral cybersecurity cooperation, with the agreement focused on exchanging expertise and best practices to address emerging cyber threats.
The MoU was signed between Pakistan’s Ministry of Information Technology and Telecommunication and Saudi Arabia’s National Cybersecurity Authority during LEAP 2026 in Riyadh.
The agreement was one of several outcomes highlighted by Pakistan following its participation in the conference, which ran from August 31 to September 3 and brought together more than 1,800 technology brands, 600 startups and 1,900 investors.
Cybersecurity cooperation moves into formal framework
According to Pakistan’s IT ministry, the MoU is intended to deepen cooperation between the two countries on cybersecurity through knowledge sharing and the exchange of operational and policy expertise.
The ministry did not disclose specific workstreams, timelines, joint programmes or technical projects that will be developed under the agreement.
As a memorandum of understanding, the deal establishes a framework for cooperation rather than confirming the deployment of any specific cybersecurity system or capability.
The agreement comes as both countries increase investment in digital infrastructure, cloud services, artificial intelligence and digital government, all of which raise the importance of stronger cybersecurity coordination.
Pakistan uses LEAP to expand government and technology ties
Federal Minister for IT and Telecommunication Shaza Fatima Khawaja led Pakistan’s delegation at LEAP 2026 and held bilateral meetings with a number of international officials.
These included Saudi Minister of Communications and Information Technology Abdullah Al-Swaha, Algerian Minister of Knowledge Economy, Startups and Microenterprise Noureddine Ouadah, South Korean Minister of Science and ICT Bae Kyung-Hoon, and Digital Cooperation Organization Secretary-General Deemah AlYahya.
The meetings covered opportunities to expand international cooperation around technology, digital development and innovation.
Khawaja also inaugurated the Tech Destination Pakistan Pavilion at the event.
More than 50 Pakistani companies showcased at LEAP
Pakistan’s pavilion featured 25 startups and more than 50 technology companies presenting solutions across artificial intelligence, automation and other digital technologies.
The government said its participation was aimed at supporting business-to-business partnerships, attracting international investment and helping Pakistani technology companies enter new markets.
Saudi Arabia is increasingly becoming a target market for Pakistani technology companies because of its growing demand for digital services, AI solutions and enterprise technology under the Kingdom’s Vision 2030 programme.
Pakistan is simultaneously seeking to expand its technology export base, which reached a record $4.6 billion in fiscal year 2026, according to the Pakistan IT Industry Association.
OfficeFlow AI secures Saudi partnerships
The IT ministry also highlighted commercial agreements involving Pakistani startups at the conference.
OfficeFlow AI, a Pakistani business automation platform, signed an Incubation Partnership Agreement with Dhahran Techno Valley.
The agreement is focused on developing and scaling an AI-powered business automation platform across the region.
OfficeFlow AI also signed a separate agreement with MIS Arabia, a Saudi technology services company whose client base includes Aramco.
The ministry did not disclose the financial terms of either agreement.
Edversity raises $400,000 for international expansion
Another Pakistani startup, Edversity, secured a $400,000 investment from Rapidev Group during LEAP.
Edversity is supported through Ignite, Pakistan’s National Technology Fund operating under the IT ministry.
The investment is intended to help the company expand internationally and scale its AI-powered education platform.
The transaction represents one of the clearest commercial outcomes disclosed from Pakistan’s participation at LEAP 2026.
