Algeria’s Ministry of Post and Telecommunications has launched what it describes as the country’s largest universal electronic communications service tender to date, targeting telecom coverage across 3,000 underserved areas.
The programme will focus particularly on low-density communities with fewer than 2,000 residents and will be fully financed by the state.
Electronic communications operators have been invited to submit bids to provide network coverage and services in the designated locations, with the rollout expected to be completed within a maximum of 18 months.
Tender targets rural and hard-to-reach communities
The initiative forms part of Algeria’s universal service framework, which is designed to ensure broader and more equitable access to telecommunications services.
By focusing on communities with relatively small populations, the programme is aimed at areas where conventional commercial network expansion can be less attractive to operators because of lower expected returns.
State financing is intended to address that gap by supporting infrastructure deployment in locations that might otherwise remain underserved.
The ministry did not disclose the total value of the programme, the technologies to be deployed, the number of operators expected to participate or the geographic distribution of the 3,000 targeted areas.
Operators invited to compete for coverage projects
Under the tender specifications, licensed electronic communications operators can submit offers to provide network coverage and services in the selected locations.
The structure places operators at the centre of implementation while the state provides the financial support required under the universal service mechanism.
The government has set a maximum implementation period of 18 months, creating a relatively defined timetable for extending services across the targeted communities.
Universal service programme expands national coverage
The tender represents a substantial scaling of Algeria’s efforts to extend connectivity beyond major cities and commercially attractive population centres.
Universal service programmes are typically used to address areas where market forces alone do not provide sufficient incentive for operators to build infrastructure.
In Algeria’s case, the latest tender is specifically designed to reduce the digital divide by improving access for citizens in rural, remote and sparsely populated areas.
Better connectivity can support access to communications as well as digital public services, education, commerce and other online applications.
