Indonesia’s Ministry of Communication and Digital Affairs, with support from Indosat Ooredoo Hutchison, has launched the Garuda Spark Innovation Hub in Jayapura to strengthen digital skills, innovation and access to the national technology ecosystem for young people in Papua.
The hub has been established at the Indosat AI Experience Center in Jayapura and is designed to connect local talent with government, industry, academia, communities and wider national technology networks.
The initiative is positioned as a regional talent development platform, with a focus on giving young Papuans greater access to learning, mentorship, skills development and collaboration opportunities.
Jayapura hub links Papua to national digital ecosystem
The Garuda Spark Innovation Hub was launched under the theme “From Spark to Impact: Gateway for Digital Talent to the Ecosystem.”
The programme is intended to help participants move beyond basic technology use towards developing ideas, building solutions and participating more actively in Indonesia’s digital economy.
The Jayapura launch formed part of a wider national series of events and was connected by livestream to the main event in BSD, South Tangerang.
During the event, Indonesia’s Minister of Communication and Digital Affairs Meutya Hafid interacted with the Indosat team in Jayapura and observed the unveiling of the Indosat Game Center Jayapura.
The link between BSD and Jayapura reflects the programme’s broader objective of connecting regional talent with national-level opportunities while allowing skills development to take place locally.
Indosat Game Center added to Jayapura ecosystem
As part of its support for the initiative, Indosat has introduced the Indosat Game Center Jayapura.
The facility is intended to provide a space where young people and members of the gaming community can gather, collaborate and develop digital creativity through structured activities.
The game centre complements the wider Garuda Spark Innovation Hub by providing an additional community-focused environment for digital engagement.
Rather than operating as a standalone gaming venue, the facility is being positioned within a broader ecosystem focused on skills development, innovation and participation in the digital economy.
AI Experience Center expands beyond technology demonstrations
The Garuda Spark Innovation Hub also expands the role of the Indosat AI Experience Center Jayapura.
The AI Experience Center has been operational since May 20, 2025 and was established as Indosat’s second facility of its kind in Indonesia.
With the addition of GSIH and the Indosat Game Center, the site is evolving into a wider digital development hub where participants can learn about artificial intelligence, build practical technology skills and connect with communities and opportunities beyond Papua.
This gives the facility a broader role than simply demonstrating AI technologies.
Government and industry collaboration central to initiative
The programme brings together Komdigi, Indosat, local government, educational institutions, communities and other stakeholders.
Indonesia’s communications ministry sees Jayapura as an important location for developing digital talent in Papua, particularly among younger people, academics and community groups.
Minister Meutya Hafid said the hub is intended to connect more local talent with mentorship, industry and national-level opportunities.
Jayapura Mayor Abisai Rollo also highlighted the importance of collaboration between government, education, industry and communities in enabling young Papuans to create technology-based solutions and economic opportunities rather than remaining only consumers of digital services.
Indosat said its involvement is part of a wider effort to expand inclusive access to technology and digital skills development across Indonesia.
Eastern Indonesia remains key to inclusion strategy
The Jayapura initiative also has a geographic inclusion dimension.
Digital talent development in Indonesia has historically been concentrated more heavily around major economic centres, particularly in Java.
Creating innovation and skills infrastructure in Papua can help reduce that concentration by giving people in Eastern Indonesia greater access to training, industry networks and technology programmes without requiring them to relocate.
For Indosat, this supports a broader strategy of extending technological capability and innovation closer to local communities.
