Saudi government digital services reach 87.06% maturity score in 2026

Saudi Arabia’s government digital platforms and services reached an “Advanced” level in the 2026 Digital Experience Maturity Index, with the overall score rising to 87.06% from 86.71% a year earlier.

The annual assessment by the Digital Government Authority (DGA) covered 59 government digital platforms, up from 50 in 2025, and measured performance across beneficiary satisfaction, user experience, complaints handling, and technologies and tools.

The latest results point to continued improvement in the quality and consistency of digital public services as Saudi Arabia expands the scope of its digital government ecosystem.

Public participation more than doubles

The 2026 assessment included significantly higher levels of direct user feedback.

Participation in the DGA’s Evaluate Your Digital Experience survey exceeded 805,500 respondents, compared with 374,000 in 2025.

That increase gives the authority a broader base of user sentiment data for assessing how government platforms perform in practice, particularly in areas such as usability, responsiveness and service quality.

Ahmed bin Mohammed Al-Suwaiyan, governor of the DGA, said the results reflected continued improvement across government digital services and the efforts of public agencies to refine services using beneficiary feedback.

He said the objective is to make digital services more accessible, efficient and reliable while improving public sector performance and quality of life.

Digital inclusion scores 76.98%

The index also assessed digital inclusion, which received a “Competent” rating with a score of 76.98%.

The measure evaluates how effectively government digital services are designed for different segments of society, including elderly users and people with disabilities.

The gap between the overall digital experience score of 87.06% and the digital inclusion score suggests that accessibility remains an area where further improvement is possible even as broader service maturity continues to rise.

Absher leads government platform rankings

The Ministry of Interior’s Absher platform was the highest-performing government portal in the 2026 assessment, recording a score of 94.38%.

It was followed closely by the Ministry of Finance’s Etimad platform at 94.36%.

The Ministry of Industry and Mineral Resources’ Senaei platform ranked third with 92.83%, followed by Balady at 92.56% and Tawakkalna at 92.50%.

Other platforms in the top 10 included Musaned at 92.20%, Qiwa at 92.14%, Logisti at 91.72%, Nama at 91.53% and the Ministry of Tourism portal at 91.16%.

The relatively narrow spread between the highest-performing services suggests that several major government platforms have reached similar levels of maturity.

Saudi Arabia strengthens its digital government position

The DGA introduced the Digital Experience Maturity Index in 2022 to benchmark government platforms against international best practices and use direct user feedback to guide service improvement.

The 2026 performance follows a series of strong international digital government rankings for Saudi Arabia.

The Kingdom ranked second globally in the World Bank’s 2025 GovTech Maturity Index and placed first regionally for the fourth consecutive time in the UN Economic and Social Commission for Western Asia’s 2025 Government Electronic and Mobile Services Maturity Index.

The DGA said the continued development of government platforms supports the broader objectives of Saudi Vision 2030 and the Kingdom’s efforts to strengthen its position in digital government.
