Starlink goes live in Seychelles

The Government of Seychelles has confirmed the official soft launch of Starlink, making SpaceX’s satellite internet service commercially available across the archipelago.

The announcement was made at State House in Victoria by Vice-President Sebastien Pillay alongside officials from the Seychelles Communications Regulatory Authority (SCRA), who outlined the regulatory framework under which the service will operate. Authorities confirmed that Starlink is now licensed to provide internet services nationwide and will operate under existing telecommunications regulations covering technical compliance, consumer protection and service quality.

Residents and businesses can subscribe directly through Starlink’s online platform, where customers can register, purchase the required satellite hardware and activate their broadband service. With the rollout now complete, Seychelles becomes the 28th African market to receive live Starlink coverage, further expanding SpaceX’s footprint across the continent.

Vice-President Pillay noted that Seychelles now appears on Starlink’s global availability map, confirming that the service has moved beyond a pilot or testing phase into full commercial deployment. Unlike many African countries where Starlink has primarily filled major connectivity gaps, Seychelles already enjoys relatively high internet penetration, extensive fibre infrastructure and some of the continent’s more affordable broadband services.

Government officials said the arrival of Starlink is intended to enhance consumer choice rather than replace existing operators. SCRA described the new entrant as an opportunity to stimulate greater competition while maintaining a level playing field for all licensed providers. The regulator emphasised that Starlink will remain subject to Seychelles’ communications laws and ongoing oversight to ensure compliance with national standards relating to licensing, spectrum use, network performance and consumer rights.

The government also linked the rollout to its wider digital transformation strategy, which seeks to improve connectivity, strengthen public service delivery, support economic diversification and encourage greater digital innovation across the country.

The technology enables user terminals to communicate directly with satellites orbiting much closer to Earth than traditional geostationary satellites, resulting in lower latency and improved broadband performance. However, officials noted that optimal performance depends on proper installation, with satellite terminals requiring an unobstructed view of the sky. Trees, buildings and other physical obstructions can reduce signal quality and affect connection stability.

For an island nation comprising 115 islands spread across a vast maritime area, satellite broadband offers strategic advantages. It can deliver reliable connectivity to remote communities, outer islands, tourism facilities, maritime operations and other locations were extending fibre networks or maintaining terrestrial infrastructure can be technically difficult or economically challenging.

Reports indicate that some users had already begun operating Starlink equipment before the formal government announcement, pointing to early demand among customers seeking resilient internet connectivity in harder-to-reach areas.

While fibre networks remain the preferred solution in densely populated areas due to their high capacity and cost efficiency, satellite broadband provides an additional layer of network resilience by reducing dependence on single-route terrestrial or submarine infrastructure.

This redundancy could prove particularly valuable during cable outages, extreme weather events or infrastructure disruptions, while also supporting sectors that require dependable connectivity outside traditional coverage zones, including tourism, maritime industries, public services and small businesses operating across the outer islands.

Although regional pricing indicates that Starlink’s equipment and subscription costs remain higher than many local fixed broadband offerings, the service is positioned as a premium connectivity option for customers prioritising reliability, flexibility and geographic reach over lower monthly tariffs.

The commercial launch also carries broader implications for investors and the digital economy. The addition of satellite broadband signals growing demand for resilient, multi-layered digital infrastructure capable of supporting increasingly connected economies. As satellite connectivity integrates alongside fibre and mobile networks, opportunities are expected to emerge in complementary areas such as edge computing, smart backhaul solutions, cloud services, digital government platforms, financial technology and tourism-focused digital services.

For a small but technologically progressive island economy like Seychelles, enhanced connectivity could strengthen competitiveness by enabling more reliable digital services for businesses, government agencies and international investors. Attention will now turn to Starlink’s formal commercial launch event, expected to include representatives from SpaceX, as well as the pace of customer adoption beyond early users.

Industry observers will be watching whether the service expands from niche applications in remote locations into broader residential and enterprise markets. Its long-term success will depend on pricing competitiveness, customer experience and how effectively satellite broadband integrates with Seychelles’ existing telecommunications infrastructure to deliver greater resilience, wider coverage and increased consumer choice.
