PT Infra Fiber Teknologi (IFT) announced its launch as one of Indonesia's leading independent fiber digital infrastructure platforms. IFT is backed by a strategic partnership between Indosat Ooredoo Hutchison (Indosat or IOH) and Arsari Group, and has been established to strengthen Indonesia's digital backbone and support the country’s accelerating digital transformation. The launch marks an important milestone in the partners’ shared commitment to expanding high-quality, open-access digital infrastructure nationwide.
IFT will operate more than 86,000 kilometers of fiber infrastructure across Indonesia, including backbone, domestic subsea, and access networks, as an independently governed, open-access platform designed to deepen wholesale partnerships with telecommunications operators, enterprises, hyperscalers, and digital service providers, while accelerating the availability of high-quality connectivity nationwide.
Following the signing of the Investment Agreement in December 2025, IFT’s launch marks the completion of a strategic transaction in which Indosat and PT Aplikanusa Lintasarta divested their shareholding in IFT to PT Nusantara Fiber Teknologi (NFT), the investment platform of Arsari Group. Upon completion, Indosat and PT Aplikanusa Lintasarta collectively hold a 49.9% stake in NFT. The transaction enables Indosat to monetize its fiber assets while retaining a meaningful long-term interest in the platform. IOH Group received gross proceeds of approximately IDR 11.7 trillion, which are expected to support further investment in core connectivity, 5G rollout, and AI-ready digital services.
Indonesia's digital economy continues to expand rapidly, but access to high-quality connectivity remains uneven. While major urban centers have attracted significant infrastructure investment, many areas across Sumatra, Kalimantan, Sulawesi, and Eastern Indonesia continue to face connectivity gaps that can limit access to education, healthcare, financial services, and economic opportunity. With 45% of its network coverage in Java and 55% across non-Java regions, IFT is positioned to support more inclusive and balanced digital connectivity nationwide. The platform is designed to expand fiber coverage, improve telecommunications quality and network availability, and help enable an AI-ready digital economy in line with Indonesia's long-term development ambitions.
IFT's governance structure is designed to meet the highest standards of independence, accountability, and long-term value creation. With shareholders that bring complementary strengths across telecommunications operations, digital investment, and capital markets, IFT is positioned to pursue strategic partnerships, attract long-term institutional capital, and develop operational collaborations that extend its reach across the country.
IFT's immediate priorities include accelerating infrastructure deployment in underserved regions, expanding wholesale partnerships with telecommunications operators and hyperscalers, and building the operational foundation required to meet Indonesia's growing demand for AI-ready, high-capacity connectivity. Through sustained collaboration among its partners and customers, IFT aims to improve network resilience, support cost efficiency, and contribute to the continued development of Indonesia's digital ecosystem.
Citi served as the exclusive financial advisor to Indosat in connection with the transaction.
Aryo P.S. Djojohadikusumo, Deputy CEO and COO of Arsari Group
True national competitiveness is built on the principle that no one is left behind. The leaders now steering IFT carry that responsibility. We have brought together people who understand not just how to build and operate infrastructure at scale, but why it matters, for the communities it connects, for the enterprises it enables, and for Indonesia's long-term standing in the digital economy.
Vikram Sinha, President Director and Chief Executive Officer of Indosat Ooredoo Hutchison
Our purpose has always been to empower every Indonesian through technology. IFT is a direct expression of that conviction. By placing world-class fiber infrastructure in the hands of an independent, open-access platform led by industry experts, we are ensuring that the benefits of AI, cloud, and next-generation digital services are not confined to a few. This is technology for all.
Hendry Syam, President Director of PT Infra Fiber Teknologi
IFT was not established to serve only those already well-connected. Our mandate is broader than that. We are building infrastructure that reaches the places others have not reached, serving communities that have long been underserved through a trusted and reliable system, and enabling businesses that drive Indonesia's economy across the archipelago.
