Algeria has launched a nationwide digital empowerment initiative aimed at equipping citizens with critical technology skills as the country accelerates broader digital transformation and inclusion efforts.
Announced by Minister of Post and Telecommunications Sid Ali Zerrouki during World Telecommunication and Information Society Day, the new national program titled “77.7” is designed to provide structured digital education pathways for citizens ranging from children to senior adults.
Operating under the slogan “From 7 to 77 Years Old: A National Journey Towards Digital Skills,” the initiative reflects Algeria’s growing focus on workforce readiness, digital inclusion, and cybersecurity awareness as governments across the region intensify investments in human capital development.
Algeria Expanding National Digital Skills Infrastructure
The program is being positioned as one of Algeria’s most comprehensive national digital skills initiatives, targeting seven distinct age groups through seven specialized educational pathways tailored to different stages of learning and professional development.
The curriculum begins with foundational technology education for children aged 7 to 10 through the “Technology Explorers” pathway, while additional tracks focus on students, innovators, professionals, adults, and senior citizens.
Authorities said the initiative aims to strengthen nationwide digital readiness while preparing citizens for increasingly technology-driven economic and social environments.
The program also reflects wider regional efforts to develop digitally skilled populations capable of supporting AI adoption, digital public services, cloud technologies, fintech ecosystems, and future workforce transformation.

Cybersecurity Awareness Embedded Across All Learning Tracks
A major component of the initiative is the integration of cybersecurity education across all seven pathways.
According to the Ministry of Post and Telecommunications, participants will receive training focused on phishing prevention, scam awareness, misinformation risks, personal data protection, and broader digital safety practices.
The inclusion of cybersecurity as a mandatory pillar reflects rising concerns globally around digital literacy gaps and online security vulnerabilities as internet adoption and digital dependency continue increasing.
Governments across the Middle East and Africa are increasingly prioritizing cybersecurity awareness within national education and digital transformation strategies as cyber threats become more sophisticated.
Hybrid Learning Model and Regional Skills Centers
The 77.7 program will combine in-person and remote learning through a distributed network of seven regional skills centers located in Algiers, Oran, Annaba, Setif, Chlef, Saida, and Adrar.
Each center will have the capacity to train approximately 1,000 participants annually, supporting the government’s goal of scaling digital education access across multiple regions.
During the program’s first year, authorities aim to train between 25,000 and 30,000 citizens while organizing between 550 and 850 workshops and training sessions nationwide.
The initiative is being implemented through collaboration between the Ministry of Post and Telecommunications, Algérie Télécom, and Mobilis, with additional operator participation expected in future phases.
