Nepal’s MoCIT approves 10-Point digital governance reform plan with 30–90 day delivery targets

Nepal’s Ministry of Communications and Information Technology has approved a 10-point plan of action to accelerate digital public service delivery, following a cabinet decision on 27 March, with specific reform targets assigned timelines ranging from 30 to 90 days and designated responsible authorities.

Among the most immediate priorities is the integration of government services — including police reports, passports, and driving licences — into a unified citizen app within 45 days. The police report function has already gone live. Within 30 days, the Ministry will amend 4G spectrum policy to provide additional frequencies to improve mobile data quality, implement a One-Time KYC system for Nepal Telecom customers to eliminate repeat data submission, and bring telecom services including eSIM distribution, complaint management, SIM retrieval, and ownership transfer fully online.

A 90-day window has been set for developing new legislation covering information technology, digital governance, cybersecurity, data protection, and artificial intelligence — a broad policy agenda that signals Nepal’s intent to establish a formal regulatory framework across multiple digital domains simultaneously.

The postal service will be restructured within 90 days to function as a government courier channel, delivering documents such as passports, driving licences, educational certificates, and Nepal Telecom SIM cards to distribution centres across all districts. A high-speed printing machine at the security printing centre is already being used to produce driving licences within 24 hours; approximately 2.9 million backlogged licences are targeted for completion by mid-June. The Ministry also committed to making more than 250 government websites and mobile applications user-friendly, and to improving mobile data transparency by notifying customers when they reach 90% of data usage, with Pay-As-You-Go options also to be enabled.
