cellcard and PassApp Technologies have signed a Memorandum of Understanding on a strategic partnership focusing on a shared vision to promote digital accessibility and the development of the digital sector in Cambodia.
The MOU signing ceremony was held on 06 March 2026, at cellcard store Royal Railway, presided over by Yap Kok Leong (KL), CEO of cellcard, and Top Nimol, Founder and CEO of PassApp.
Mr. Top Nimol, Founder and CEO of PassApp, stated that PassApp the leading ride-hailing application in Cambodia, is proud to collaborate with cellcard under a shared vision and the theme “Better Together.” This partnership aims to enhance the travel experience for millions of customers through 5G technology and seamless connectivity. This collaboration will provide numerous benefits to PassApp customers and drivers, including the use of the ride-hailing app without internet charges through "Sponsored Data" provided by PassApp and cellcard. Additionally, new 5G-enabled SIM cards will be provided to PassApp’s driver-partners to strengthen connection stability and ensure efficient customer service. Soon, users will also be able to conveniently purchase and activate cellcard eSIMs directly through the PassApp application.
The signing of this Memorandum of Understanding is not merely a business agreement but a joint commitment to contribute to the development of the digital sector and enhance new user experiences for the Cambodian people. This collaboration will bring long-term benefits to the driver-partners and customers of both companies.
