Veon has unveiled a series of senior leadership changes as it looks to sharpen execution across its markets and step up its digital and financial services ambitions.
The operator confirmed in a statement, that Yevgeniy Nastradin will become CEO of Beeline Uzbekistan, moving from the same role at Beeline Kazakhstan where he has led the business since 2019. His tenure there has been marked by steady growth and an expanded push into digital services including fintech and entertainment, alongside efforts to build sovereign AI capabilities.
Current Beeline Uzbekistan CEO Andrey Pyatakhin will remain with the business as chief operating officer, reporting to Nastradin, after leading the unit since late 2024.
In Kazakhstan, Jabbor Kayumov has been appointed CEO of Beeline Kazakhstan, returning to the group with close to 20 years of international experience. His previous roles include CEO positions at Ncell in Nepal and Beeline Tajikistan, as well as leadership roles at Digicel in the Caribbean, with a focus on transformation, commercial growth and digital innovation.
At group level, Veon has also created a new role of chief payments and digital assets officer, appointing Ahmet Kayhan to lead the push into financial services and digital ecosystems. He joins from DgPays Group, where he oversaw international expansion, and has also served on the board of UAE-based payments provider NEOPAY.

The appointments are expected to take effect from April 1, 2026, subject to regulatory approvals.
