Ofcom complaints flat in Q3 2025

Customer complaints to Ofcom about fixed broadband, landline, pay-monthly mobile and pay-TV services were broadly unchanged in Q3 2025, with overall volumes similar to the previous quarter, according to the regulator’s latest quarterly update.

In fixed broadband, EE, TalkTalk and Vodafone attracted the most complaints per 100,000 customers. Ofcom said EE’s position was static quarter-on-quarter, while TalkTalk and Vodafone both saw increases. Plusnet generated the fewest broadband complaints.

For landline services, TalkTalk was the most complained-about provider and also recorded a rise compared with Q2 2025. Utility Warehouse generated the fewest landline complaints.

In pay-monthly mobile, the most complained-about providers were O2, Sky Mobile and Three. Ofcom said complaints were primarily about complaint handling for O2 and Sky Mobile, and faults, services and provisioning issues for Three. EE, Tesco Mobile, Vodafone and iD Mobile generated the fewest mobile complaints.

EE also led the pay-TV complaints table in Q3 2025, while Sky and TalkTalk generated the fewest complaints in that category.

Ofcom publishes complaint volumes relative to provider customer bases, expressed per 100,000 customers, to help consumers compare performance across major providers.
