Kazakhstan plans high-speed internet expansion to 3,000 rural settlements with 4G, 5G

Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development of Kazakhstan, Zhaslan Madiyev, chaired a meeting on the development of telecommunications infrastructure and the implementation of the Affordable Internet national project, as per to a statement from the ministry’s press service reported by Qazinform.

The meeting focused on ensuring stable and high-quality internet access across Kazakhstan, including rural and remote areas. A key priority discussed was expanding internet connectivity in rural regions. In cooperation with Kazakhtelecom, more than 3,000 rural settlements are planned to be connected to high-speed internet.

The meeting also highlighted a “last mile” internet connectivity subsidy project supported by the World Bank, which will cover up to 50% of capital costs for small and medium-sized operators. Mobile internet development was another priority, with plans for a gradual transition from 3G to 4G by 2027 and expansion of 4G coverage to settlements with populations of 250 or more. Discussions also included the rollout of 5G networks and the reduction of areas without internet coverage.

In 2025, more than 300 rural settlements were connected to the internet via satellite. In 2026, new operators are expected to enter the market, introducing Direct-to-Cell technology that will allow smartphones to connect directly to satellites.

Additional topics included expanding connectivity for railways, tourist sites, and highways, constructing antenna-mast structures along national and regional roads, developing data centers, and enhancing Kazakhstan’s digital transit capacity.

The meeting concluded with directives to improve coordination between telecommunications operators and local authorities to ensure the timely implementation of all planned projects.
