Morocco’s offshoring strategy focuses on AI, Big Data, and digital excellence

Rabat hosted the “Offre Offshoring Morocco” event this week at the Ritz Carlton, bringing together government officials and industry leaders to unveil Morocco’s renewed offshoring strategy.

Amal El Fallah Seghrouchni, Minister Delegate for Digital Transition and Administrative Reform, outlined the framework governing service offshoring in an interview with Morocco World News. She highlighted tax incentives, training bonuses, and Morocco’s strategic focus on emerging technologies such as artificial intelligence, big data, and cloud computing to attract global companies and sustain the country’s expanding digital ecosystem.

She referred to a government circular approved on July 31, 2025, which defines the rules for offshoring services. “This circular sets out the applicable tax reductions, training and employment bonuses, internship incentives, and professional development support,” she said.

Seghrouchni stressed that Morocco’s approach is designed for long-term sustainability as global offshoring rapidly evolves. “More and more offshoring now focuses on emerging technologies like AI, big data, and cloud computing. That is why we are committed to keeping pace through specialised training programmes,” she noted.

During the event, she explained that the overhaul builds on past achievements while preparing the sector for future demands. Offshoring has become a central pillar of Morocco’s socio-economic development, supporting nearly 149,000 stable jobs.

Service exports underline the sector’s strength, reaching an estimated MAD 26.22 billion. However, the minister emphasised that further efforts are needed to secure long-term growth and competitiveness.

The November circular from the Head of Government’s Office defines the conditions for granting benefits under Offre Offshoring Maroc. Its six annexes detail eligible activities, standards for Integrated Industrial Platforms dedicated to offshoring, income tax advantage procedures, and training bonus mechanisms.

The government reiterated that offshoring remains a strategic driver for growth, job creation, and Morocco’s international positioning, with AI and digital excellence now at the heart of its next phase.
