Algeria has launched the nationwide rollout of the AMLAK information system, marking a major shift from paper-based land titles to a fully electronic format. Announced by the General Directorate of National Land Domain (DGDN) on January 11, the initiative is part of a broader push to modernise land administration and accelerate digital transformation across the country.
The reform will gradually connect all cadastral and land registry offices to a unified national platform, enabling the centralised issuance, modification, and archiving of land titles. Authorities aim to eliminate the inefficiencies of the current paper-based system, which is prone to long processing times, update challenges, and risks of loss or falsification.
AMLAK is designed as more than a digitisation tool. It introduces end-to-end traceability across all land operations, recording each stage from application submission to title issuance. This creates a verifiable and regulation-compliant process, while giving administrators real-time visibility into performance, workload, and resource allocation.
For citizens and businesses, the shift is expected to significantly reduce processing times and administrative bottlenecks. Faster handling of applications should accelerate real estate transactions, strengthen property rights, and reduce disputes, all of which are critical for a well-functioning property market.
The reform comes amid rising land activity. In 2025, Algeria’s National Agency for Land Conservation, Cadastre, and Cartography issued 430,000 land titles, a 15 percent increase over 2024. The growing volume of applications has intensified pressure on land services, reinforcing the need for a digital system capable of operating at scale.
Over the longer term, the nationwide adoption of AMLAK is expected to improve land governance and administrative transparency. By centralising and continuously updating land data, the state gains a modern tool to secure real estate investments and strengthen the management of national land assets.
