Morocco has officially launched its national artificial intelligence roadmap, “Maroc IA 2030,” marking a major step in the country’s long-term AI strategy. Branded under the label “AI Made in Morocco,” the roadmap translates the outcomes of the National Artificial Intelligence Conference held in July 2025 into an operational framework.
The launch took place in Rabat during an event organized by the Ministry of Digital Transition and Administrative Reform, focused on the application of AI in public services. The gathering brought together government officials, institutional stakeholders, experts, academics, and representatives from the public and private sectors.
At the core of the initiative is a strong emphasis on digital sovereignty, national skills development, innovation, and territorial inclusion. The roadmap aims to reduce Morocco’s structural dependence on external technological systems while positioning the country as a reference player in AI at the regional and African levels.
A key highlight of the event was the launch of “JAZARI ROOT,” the founding nucleus of a national network of AI centers of excellence known as the Jazari Institutes. These institutes are designed to act as hubs for training, applied research, experimentation, and incubation, bringing together universities, researchers, startups, and project leaders under a unified national framework.
The Ministry of Digital Transition signed several strategic agreements with ministries and national institutions to ensure coordinated implementation of the roadmap across governance, research, and innovation priorities. The Jazari Institutes are expected to support technology company growth, encourage AI adoption among small and medium-sized enterprises, and reinforce national skills development.
The approach also prioritizes territorial balance by aligning AI specialization with regional economic and academic strengths, ensuring that AI development benefits all parts of the country.
Another major announcement was the creation of a joint AI research and development laboratory, “Mistral AI & MTNRA,” established under a memorandum of understanding between the ministry and Mistral AI, a global leader in generative AI. The laboratory will foster long-term cooperation through technical exchanges, workshops, seminars, and co-design sessions.
Its work will include the joint development of AI components, prototypes, proofs of concept, model evaluation, and the production of technical and methodological outputs to support future research.
The Ministry of Digital Transition will oversee the cooperation and ensure alignment with the national Digital Morocco 2030 strategy. It will also integrate the R&D laboratory into the Jazari Institute ecosystem by identifying priority areas and mobilizing national innovation stakeholders.
The Jazari Institute will contribute advanced expertise, access to cutting-edge AI models, and active participation in project governance.
The launch of Maroc IA 2030 reflects Morocco’s ambition to combine digital sovereignty, technological excellence, and international cooperation. The ministry views this alignment as essential to strengthening Morocco’s position as a leading AI player across Africa and the wider region.
Beyond a symbolic milestone, the event served as a forum for strategic dialogue on AI, covering research, digital infrastructure, financing, investment, and the integration of AI into public administration and service delivery.
