The Communications and Information Technology Regulatory Authority (CITRA) has unveiled a comprehensive regulatory framework for mobile number portability (MNP) in Kuwait, to enhance competition among telecom operators and allow users to retain their numbers when switching providers.
The regulation defines the technical, procedural, and regulatory requirements for number portability, outlining the responsibilities of licensed operators and intermediaries. It also incorporates safeguards to protect user rights, ensure transparency, maintain data confidentiality, and implement CITRA’s best practices, reports Al-Qabas daily.
Under the new rules, users of both prepaid and postpaid services, as well as data lines, may transfer their numbers to another operator after 50 days of initial activation, with the option to repeat the transfer 90 days after the previous switch. Users can also change their subscription type—prepaid or postpaid—during the transfer process.
The regulation introduces the “one station” concept, where the receiving operator handles all transfer procedures, automatically cancelling the previous contract upon completion. Transfers must be completed within 12 hours, and users can select the transfer date within 30 days of application.
A transfer fee of up to 5 dinars per successful number transfer may be applied, while the donor operator is prohibited from charging fees. CITRA reserves the right to adjust the maximum fee in the future. Operators are also barred from contacting users to influence their decision or offering incentives without prior authority approval.
The framework requires licensed intermediaries to maintain a central number portability database and submit weekly and monthly reports on technical performance and service levels. Any breach of these regulations may lead to penalties under Law No. 37 of 2014 and its amendments.
