US$140 million funding programme launched to accelerate startup growth in Morocco

Morocco has unveiled a $140 million (MAD 1.3 billion) funding programme to support startups under its Morocco Digital 2030 strategy, signalling a major state-backed push to strengthen the country’s innovation ecosystem. The announcement was made at the closing session of the Digital Now Forum 2025 in Casablanca by Amal El Fallah Seghrouchni, Delegate Minister for Digital Transition and Administrative Reform.

The funding package is structured to support founders across the full startup lifecycle, from ideation to scale-up. It includes $81 million (MAD 750 million) allocated to venture-building programmes, $49 million (MAD 450 million) dedicated to strengthening venture capital participation, and $7.6 million (MAD 70 million) earmarked for expanding and upgrading the national Technopark network. The initiative sets ambitious targets of creating 1,000 startups by 2026 and 3,000 by 2030.

Alongside direct funding, the programme includes complementary measures aimed at broadening access to the digital economy. These include digital inclusion initiatives focused on rural regions and the creation of Jazari Institutes to support regional innovation ecosystems. Officials also highlighted new financing mechanisms designed to crowd in private capital and reinforce Morocco’s venture capital landscape.

Technopark’s role remains central to the strategy, with capacity-building efforts planned to support a larger startup base. Current performance indicators show that 36 percent of the 450 startups and digital micro-enterprises within the Technopark ecosystem are already exporting to markets across Europe, Africa, the United States, and the Middle East. The Digital Now Forum 2025 was held from December 10 to 12 under the theme “Transformation and Growth of Businesses in Africa: Resilience and Impact,” bringing together government, industry, and innovation stakeholders.
