Ncell CEO calls for strengthening 4G network before Nepal advances towards 5G

Ncell CEO Michael Foley has called for improving Nepal’s 4G network as a top priority before the country focuses on rolling out 5G. Speaking during a meeting with Communication Minister Jagdish Kharel on December 8, 2025, Foley said Nepal must bridge fundamental service gaps to meet global telecom standards.

Foley noted that although 94% of Nepali users own 4G-capable devices, the actual quality of 4G remains inconsistent, with common complaints about speed, coverage, and latency. While Ncell has extended 4G to 95% of local levels, Foley said both operators and policies must evolve before 5G becomes feasible.

He also highlighted the financial and regulatory barriers facing telecom operators. Nepali telcos collectively pay around Rs 20 billion in license fees, along with a range of other taxes and regulatory charges. With declining revenues from traditional services, Foley said a 5G rollout—expected to cost Ncell more than Rs 60 billion—would be difficult without reforms to fees, licensing, and long-term policy clarity.

Foley added that Nepal’s telecom infrastructure must become more robust and future-ready to make the economy competitive, attract investment, and create opportunities for youth. He emphasized that reliable, modern infrastructure is needed not only in major cities but also across rural regions.

His remarks come as Nepal Telecom prepares limited 5G launches in Kathmandu and Pokhara by FY 2082/83, with nationwide rollout still years away. Foley’s comments underline the need for stronger 4G and clearer policies before Nepal accelerates into the next generation of mobile technology.
