Morocco unveils ‘Cloud First’ roadmap to advance digital sovereignty and modernize public services

Morocco has introduced a new national cloud roadmap for 2025–2030, positioning cloud technologies as the foundation of its digital transformation agenda and a critical driver of national digital sovereignty. The plan was presented by Minister Delegate for Digital Transition Amal El Fellah Seghrouchni during a session at the House of Representatives of Morocco.

Developed under the Maroc Digital 2030 strategy, the roadmap adopts a “Cloud First” approach, making cloud computing the default architecture for government digital platforms. The transition will be implemented in phases to ensure continuity, coherence and shared standards across public institutions.

Seghrouchni noted that the policy will bring structural improvements, including stronger cybersecurity safeguards, reduced costs for state entities, and unified technical frameworks across ministries. The approach is designed to eliminate fragmentation and ensure all government systems follow consistent security, interoperability and governance requirements.

A key pillar of the roadmap is investment in national digital infrastructure, including the planned EcoDar data center, a renewable-energy-powered facility in Dakhla designed to boost Morocco’s competitiveness in the regional cloud market. The project supports the country’s broader ambitions to attract technology partners and expand its role in Africa’s digital economy.

To strengthen digital talent pipelines, the ministry is launching the Al-Jazari Institutes, which will focus on workforce development and research in emerging technologies. Complementing this effort is the new Cloud Center of Excellence, which will draft standards, guidelines and risk-management frameworks to support cloud adoption across the public sector.

The government is also preparing to establish a National Cloud Observatory, tasked with monitoring market trends, tracking performance and security indicators, and informing long-term policymaking. The observatory will play a vital role in ensuring that Morocco’s cloud transition remains aligned with national priorities for security, governance and digital autonomy.
