Harrow partners with Cellnex UK to boost 4G & 5G connectivity

Harrow Council has formed a partnership with Cellnex UK to deploy small cell technology on street furniture throughout the borough, with the objective of tackling persistent gaps in mobile connectivity in urban hotspots.

Connectivity focus

Through the agreement, Harrow Council will make assets such as lighting columns available to facilitate the installation of small cell equipment. These upgrades are intended to address areas with poor signal, particularly high streets and transport hubs that see high levels of mobile usage.

The small cell deployments are expected to boost both 4G and 5G coverage, enabling improved service for residents, visitors, and local businesses that depend on reliable mobile connectivity for work and daily activities.

Open access model

The partnership employs an open-access infrastructure model, allowing multiple mobile network operators to enhance their networks using the same public assets. This approach, supported by the Department for Science, Innovation and Technology, aims to create a more competitive environment that could lead to service improvements for end users.

Cellnex UK has signed similar agreements this year with other councils, including Hounslow and Swansea, as part of a broader push to widen digital infrastructure access across the United Kingdom. The company manages connectivity rollouts by providing neutral host infrastructure, designed to be shared by all operators.

Digital inclusion goals

One key ambition of the collaboration is to help reduce digital exclusion. Enhanced network reliability will underpin local initiatives such as 'Digital Champion' schemes, where volunteers assist residents in using digital services more confidently. The council expects that better connectivity will help people in Harrow participate more fully in a digital society and access public services more easily.

"Reliable 4G and 5G is no longer a luxury but a necessity. We know it can be frustrating trying to use data or connect to mobile signal in busy areas. That's why we're putting residents and businesses first by bringing better connectivity to help people carry out their day-to-day activities while on the go.

"This partnership helps to deliver Harrow's Digital Infrastructure Strategy which aims to support the rollout of both advanced mobile networks and full-fibre broadband to drive economic growth and digital inclusion as well as attract private investment," said Councillor Norman Stevenson, Cabinet Member for Business, Employment and Property, Harrow Council.

Collaboration and investment

Cellnex UK's role as a neutral host is intended to accelerate the deployment of connectivity solutions in areas where network improvements have lagged. By working with local authorities, Cellnex UK seeks to make it easier for multiple providers to invest and plug mobile coverage gaps efficiently.
