Oman leads region in digital transformation, AI and ICT development

Oman has strengthened its position as a regional leader in digital transformation and emerging technologies, with the Ministry of Transport, Communications and Information Technology reporting major progress across AI, e-government, skills development and ICT infrastructure throughout 2025. The country advanced across global benchmarks, improving by 6% on the UN ESCWA E-Government and Mobile Services Maturity Index, and rising 25 places to become first in the Arab world on the 2025 Postal Development Index. Oman also ranked first in West Asia and ninth globally in open data readiness, while scoring 100 points in technological innovation governance and 92.9 for ICT legislation.

Government transformation accelerated with a unified services portal offering 30 new digital services, overall digitisation reaching 74%, and process simplification hitting 96%. A sign-language video library was introduced for users with disabilities, contributing to an 80% digital transformation performance score for 2021–2025. AI initiatives expanded rapidly with the launch of Oman’s first government-built National Language Model, the Oman Digital Triangle for green computing, an AI startup zone, the Green AI Alliance and the AI Studio. AI investments reached RO 65 million, and the number of AI startups grew to 22.

Oman also made significant progress in developing national talent. The Makeen Initiative has trained over 10,000 Omanis in advanced digital skills since 2022, including 1,300 in 2025. Programs such as SAS for Digital Innovation, the Oman Startup Platform, Jadara and Numu continue to provide incubation, capacity building and investor access to SMEs and tech startups. Together, these initiatives are establishing a competitive digital economy aligned with Oman Vision 2040.
