Veon Group’s Beeline Kazakhstan has partnered with Starlink to deliver mobile connectivity across Kazakhstan, extending service to remote regions currently beyond the reach of terrestrial networks.
The announcement came during President Kassym-Jomart Tokayev’s official visit to the United States, where Beeline Kazakhstan and the Ministry of Artificial Intelligence and Digital Development signed a memorandum of understanding supporting the initiative. Messaging services are expected to launch in 2026, followed by data connectivity.
Beeline Kazakhstan CEO Evgeniy Nastradin said the partnership marks a major step toward bridging the country’s digital divide. “From the mountains to the steppe, our aim is to provide reliable communication, and integrating Starlink Direct to Cell satellite with terrestrial connectivity brings that vision closer,” he said. “This integration is a great opportunity to address the coverage gap in the most remote regions of our country in an efficient way.”
Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development Zhaslan Madiyev said the partnership shows how global technology can strengthen national infrastructure. “Integrating satellite and terrestrial networks will expand coverage and enable connectivity in areas where traditional infrastructure is unfeasible,” he noted. “The ability to send a message without terrestrial coverage has the potential to save lives.”
This marks the second Veon market to progress with Starlink’s Direct to Cell technology, following trials in Ukraine earlier this year.
