Oman’s Government Digital Transformation Programme (Tahawul) achieved a 94% performance rate by the end of December 2025, up sharply from 73% a year earlier, according to its annual report.
The programme reported that 3,166 priority government services had their procedures simplified, achieving 100% of the target. Of 2,523 priority basic services and automated permits scheduled for digitisation by the end of 2025, 2,277 services — or 90% — were completed.
Average institutional performance in meeting digital transformation requirements reached 85%, while governorates recorded 80%. Thirteen institutions attained an advanced level in digital proficiency assessments during 2025, and 36 were rated above average. No institution fell into average or lower categories.
Top performers in digital excellence included the Royal Oman Police, National Centre for Statistics and Information, Oman Investment Authority, Telecommunications Regulatory Authority, Public Authority for Special Economic Zones and Free Zones, Governorate of Muscat, Authority for Small and Medium Enterprises Development, Ministry of Finance, State Financial and Administrative Audit Institution, and the Oman Vision 2040 Implementation Follow-up Unit.
Beneficiary satisfaction with digital services across 48 institutions rose to 78%, compared to 77% at the end of 2024.
Since its launch in 2017, the National Integration Platform has processed more than 2.26 billion data exchanges as of November 2025. Digital identity authentication requests reached approximately 202.9 million by the end of 2025, while 74% of government entities adopted electronic authentication systems for website and portal access.
Between 2021 and 2025, 251 SMEs were contracted for digital projects valued at RO15.29 million. Over the same period, 217 digital systems, portals and applications were developed, including 147 new systems, 33 mobile applications and 37 upgraded government websites.
H E Saeed bin Hamood Al Mawali, Minister of Transport, Communications and Information Technology and general supervisor of Tahawul, said 2025 marked the completion of the programme’s first five-year phase, transitioning from regulatory groundwork to large-scale implementation.
He noted that the progress reflects improved government efficiency, enhanced service quality, streamlined procedures and higher levels of automation, translating the strategic vision into operational reality.
