Promote contributions from ITU-D Sector members to the 2025 GSR Best Practices Guidelines:​ ​ Under the overall theme of “What does it take for regulators to become digital ecosystem builders?" you are invited to provide your ideas, views and experiences on:​

  • How can regulators cultivate an innovation-driven culture in regulatory work and decision-making?
  • How should regulatory mandates, capacity and decision-making evolve to balance market innovation with digital inclusion and support the achievement of broader social and economic policy goals?
  • How can regulators better leverage Artificial Intelligence, big data, Internet of Things, blockchain and other digital technologies to enhance decision-making, compliance monitoring and regulatory agility?​
  • How can regulators leverage regional and international cooperation to foster harmonized regulatory approaches, knowledge exchange and capacity-building?​

The IAGDI-CRO meeting on 1st September will focus on dissecting the key regulatory challenges and opportunities of this decade that are influencing how industry operates. Some suggestions below for discussion: ​

  • Enabling Investment through Collaborative Governance​
    The private sector emphasizes the need for co-regulatory approaches and multistakeholder frameworks that ensure transparency, predictability, and regulatory certainty. Strengthening cross-border policy coherence and promoting agile governance models are seen as essential for accelerating infrastructure deployment and technology adoption.
  • Securing Universal Connectivity and Infrastructure Innovation​
    With growing demand for high-speed, resilient, and inclusive networks, industry actors advocate for regulatory strategies that support hybrid infrastructure models, including satellite-terrestrial integration, and more efficient spectrum management. Encouraging public-private investment in rural and underserved areas remains a top priority.​
  • Building Trust and Resilience in the Digital Ecosystem​
    As digital services become increasingly central to economic and social life, the private sector calls for interoperable data governance, clear regulatory approaches to AI, and robust cybersecurity frameworks. These elements are essential to fostering user trust and ensuring a safe and responsible digital environment.​

Scope of IAGDI-CRO ​

To encourage and strengthen

the participation and contribution of industry leaders in the work of ITU-D towards the implementation of the World Telecommunication Development Conference (WTDC) outcomes.​

To contribute

through its work the facilitation of communications between Member States and Sector Members on issues which contribute to an enabling environment for investment, particularly in developing countries.​

To promote partnerships

and collaboration on ongoing and future ITU-D work, the implementation of global, regional, and national flagship large-scale projects in terms of co-financing and expertise.​

To encourage and strengthen

the participation of a wide representation of industry particularly ITU-D Sector Members, in the work of the Development Sector.​

from ITU-D Sector Members to the GSR-25 Best Practices Guidelines consultation process, set for presentation and adoption during the GSR-25 Heads of Regulators Executive Roundtable on 1st September 2025.​

to define the primary themes for discussion at the IAGDI-CRO meeting on 1st September 2025, during GSR-25.


Laying the groundwork

for the development of the IAGDI-CRO Outcome Statement, to be presented at GSR-25’s Closing Ceremony.
