Africell officially confirmed as fourth mobile operator

Africell Global Holding Ltd won the public tender for the 4th unified global title for the provision of public electronic communications services in Angola, the Government announced on Monday.

In a note that Angop had access to, the Ministries of Finance and Telecommunications, Technologies and Information and Media, indicate that the award to a new operator of the 4th Unified Global Title for Provision of Public Electronic Communications Services will bring greater competition to the Angolan telecommunications sector, improve the quality of products, services and prices, thus bringing relevant contributions to economic growth and the improvement of citizens' well-being.

According to the inter-ministerial working group, the bidding process had two key phases: the bidding phase which was opened on 30 September 2019 and closed on 22 January 2020, with the entire process carried out through the electronic platform of the National Public Procurement System (SNCP), allowing for a modernisation of the procedure, a greater level of transparency, accompanied by dematerialisation and speeding up the process.

The subsequent phase, for the presentation of the Technical and Financial Proposal, is stated in the note, ran from 2 March to 4 May 2020.

It states that the sole candidate submitted its proposal within the stipulated deadline, which was analysed and evaluated by the Evaluation Committee, considering the award criteria set out in the Specifications and the Programme for the Procedure.

After a thorough analysis, the Evaluation Committee concluded that Africell's proposal satisfactorily met the requirements of the Procedural Documents, as well as the interests of the Angolan State.

After the conclusion of the negotiation and provision of the final terms established, Africell will be granted the TGU license, to operate in national territory and will sign with the Angolan Institute of Communications (INACOM) the respective concession contract, thus sealing the commitment and trust in the national market.

According to the commission, a total of three entities acquired the bidding pieces, and Africell submitted the bid that was evaluated by the Evaluation Commission, in accordance with the requirements explained in the Bidding Pieces, having unanimously decided on its qualification to submit the bid.

Africell is an international player, with 18 years of activity in the telecommunications sector, providing more than 12 million customers with mobile telephony, Internet, pay-TV and mobile money services, being present in four African countries, Gambia, Democratic Republic of Congo, Sierra Leone and Uganda.

In the phase now beginning, the qualified candidate will have reasonable time to submit its Technical and Financial Proposal, which will be analysed and evaluated by the Evaluation Committee, considering the award criteria established in the Terms of Specifications and in the Terms of Reference.
