Russian upper house approves law on domestic internet

The upper chamber of the Russian Parliament has approved the law establishing a 'soveriegn' segment of the internet, reports Prime. The law was adopted earlier by the lower parliamentary chamber and will be sent to the Russian Presidency for a final signature.

The law is expected to enter into force in November, save the section regulating the encrypted protection of information and the national system of domain names. This part of the law will enter into force on 1 January 2021.

Under the new law, federal telecommunications regulator Roskomnadzor will form a special public telecommunications network monitoring and management centre. This will be responsible for providing telecommunications services and coordinating the activities of operators in the event of extraordinary circumstances or a national emergency.
