Ukrainian mobile operator Kyivstar has secured regulatory approval to begin testing Starlink’s Direct-to-Cell (D2C) services, marking a significant step towards the commercial launch of satellite-based mobile connectivity in the country.
The green light was granted by the Ukrainian National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum and the Provision of Postal Services (NCEC).
In preparation for the approval, the VEON-owned operator successfully integrated its core mobile network with Starlink’s D2C infrastructure. It also conducted SIM compatibility tests at a partner technology evaluation lab in the United States, confirming that Kyivstar’s SIM cards work with the Starlink satellite system - an essential technical milestone on the path to service launch.
VEON plans to roll out D2C services in Ukraine in the fourth quarter of 2025, initially supporting SMS and over-the-top (OTT) messaging services. The operator group stated that the initiative is designed to boost connectivity in rural areas, regions impacted by infrastructure damage, and during emergency situations.
Field testing will begin this summer in selected Ukrainian regions, starting with text-based communications.

Kyivstar has already allocated the necessary spectrum for the service and is upgrading its infrastructure to support full integration ahead of the planned launch.
