RU issues interim directive to allow SWAN roaming

Slovakia’s Office for Regulation of Electronic Communications & Postal Services (known as Regulacny Urad, RU) on 25 March 2015 issued an interim measure setting the conditions for the provision of national voice/data roaming by incumbent cellcos Orange, O2 and Slovakia Telekom for newcomer SWAN, which recently launched its commercial 4G LTE network with limited coverage and data-only services. RU also extended a deadline for a final decision on the dispute between operators concerning the conditions of national roaming by another four months. In the meantime, operators are obliged to comply with the terms of the regulator’s interim measure upon request for roaming by SWAN. Under the temporary directive, users of the new cellular operator will be guaranteed the same quality of service as subscribers to the network(s) on which SWAN is roaming, while wholesale prices charged for roaming are also regulated.
